As part of its efforts to develop the national Hajj system and ensure transparency and fairness in the allocation of Hajj quotas, the Ministry of Endowments and Religious Affairs launched the Electronic Registration System for Omani Pilgrims in 2016. The system enables citizens and residents to submit their applications electronically, after which quotas are allocated according to clear criteria set by the Ministry.
The Service Before Digital Transformation
- Reliance on direct quota allocation through licensed Hajj companies.
- High cost of Hajj services due to lack of competition and monopolisation by certain companies.
- Inequitable distribution of opportunities, affecting fairness among applicants.
The Service After Digital Transformation
- Establishment of an accurate national database of all registered pilgrims.
- Enabling Hajj companies to offer comprehensive packages including service type and cost within a transparent digital environment.
- Organisation of registration, sorting, and allocation processes electronically, according to clearly defined rules and criteria.
Achieved Impact of Digital Transformation
- Service provided to over 40,000 users during the Hajj season, with more than 100,000 transactions processed through the platform.
- Creation of more than 250 direct jobs in Hajj companies, in addition to 500 seasonal positions.
- Establishment of a competitive environment that improved service quality and reduced costs by up to 37.5%.
- Enhanced fairness in quota allocation among registrants based on objective criteria.
- Facilitated data exchange among relevant Hajj authorities, improving coordination efficiency.
